One Call Legislation - Guidance/Research/ Advocacy Strategy

Since 1996, Brenda has lobbied for changes to the PA One Call Law. Today she is available to individual contractors who want to see certain changes within the One Call law.

PA PUC Damage Prevention Committee Hearing Guidance

Brenda attends the monthly PA PUC enforcement hearings as cases are adjudicated before the Damage Prevention Committee. She guided many contractors in preparing for their cases during her tenure as Executive Director for NUCA Pennsylvania.

Subsurface Utility Engineering (SUE) Referrals

We can advise contractors on the most qualified SUE and Hydro Excavation practitioners across the country. We work with local government officials to promote the use of SUE in the planning and design phase. We also offer practitioner advice to contractors who find numerous mis-marked or unmarked lines once they are working on their project. Your crews can coordinate with a SUE practitioner to locate facilities safely before excavating.

One Call Risk Management - Damage Claims Guidance

By advising your insurance underwriter about the PA One Call law, we often can minimize claims payouts.

PA PUC DPC Mandatory Education Training

Brenda is a registered PUC trainer for contractors who receive mandatory education from the PUC Damage Prevention Enforcement Division. Training is offered virtually with qualified testing that is submitted to the PUC to clear your requirements.

Advisory Services

We advise construction firms on the following fields of expertise:

  • PA Sales Tax - If you're paying sales tax on certain public works projects, you need to let us advise you on how to obtain a refund on prior years' sales tax payments, We also can help you determine your exemption or exception to sales tax items in the future.

  • Geospatial Mapping - SUE data and as-built information are only as good as the mapping produced. As geospatial engineers extract and analyze geographical data from satellite imagery, photography, and field reconnaissance, they can then use this information to create maps and databases following the ASCE 75-22 Standard.

  • SUE Practitioners - Our relationship with SUE practitioners is built on their knowledge of the ASCE 38-22 process and provide detailed information during the planning, design, and construction phases.
